Celina sits on Preston Road about 40 miles north of Dallas, having relocated to its present site in 1902 to reach the railroad. The downtown square still holds brick buildings from the 1910s, but nearly all housing is recent construction on converted farmland. The city runs a formal public improvement district program, so newer subdivisions often carry a PID assessment billed separately from property taxes. Collin College opened a Celina campus in 2021, and Celina ISD serves most addresses, with southern neighborhoods in Prosper ISD.
Celina sits in Collin County, where the combined property tax rate runs about 1.70 percent of market value for the 2025 tax year, ranging 1.55 to 2.30 percent depending on the school district.
